You NEED to use some units to get certain buildings in Lunar and Earthly cities to build Cislunar Economy wonder - its needed for O'Neil cylinder.

There you won't need units to get space buildings.
For example supply ships are removed, and instead you can build their buildings for cheap on Moon.
Asteroid buildings needed for stuff also are directly buildable - no need to use space units to get space missions and plop buildings.
Lunar settler still needs Lunar Base improvement or its upgrade to build city on Moon though.
I appreciate that you’re trying to help. I’ve been referencing the in-game Civilopedia constantly for months. As I keep saying….I’m far into the Transhuman era. I have as many level 3 space stations that will fit on the map. I have 15 lunar colonies with every building built. I have the entire inner and outer solar system colonized with every building built. I have asteroid mines all over the place. I have built the asteroid mine wonder. I have sent captured asteroids back to Earth and built more than a few captured asteroid “buildings.” I can’t for the life of me figure out what I’m missing. When I look at the requirements for Lunar trade, I can see that I’ve built all of the things required. Same for the O’Neil cylinder. I will look at the link you sent me, but I doubt I will see anything new. Thanks for trying.

I just read the thread you suggested I read. I didn’t learn anything new. I’m really stuck. I don’t know if there’s a glitch in the game, or I’m being obtuse. But I’ve built everything I can build in multiples. So I don’t know what I’m missing.
The two key things that are screwing up my game is the lack of cislunar economy (all factors have been met) and the O’Neil cylinder(s)- again…all factors seem to be met.
