I've actually been interning for the FEMA camps for FEMA region IX which is California, Nevada, and Arizona. I'm lucky the HQ is so close in Oakland!

I'm still under NDA but it's an open secret at this point. We actually recently bought (and eminent domained ;D) tens of thousands of the vacant houses in San Bernardino near the Arizona border and have been building big walls around them. They were kind of a steal, and will result in less upset than the cargo containers used in IV, VI, and VII. We are planning on putting one family per house bedroom, up to 5 people. Any more than that and they are lottery-placed into homes with the other extras.
