Kicks my but with spys. Also, very damn hard to attack before the catapult. One of my vorest possible neighbours.

Definitely in the top 5.

I hate shaka the most, he can't keep up in tech, but seems he always fields a massive army (Monarch level anyways) I get stuck in an arms race with him if I don't take him out early, and although I can defeat him the costs mean another AI might win.

Sitting Bull is a pain, Toku not so much as he is so isolationist... maybe these two are more of a problem on higher levels?

Worst case for me is two peaceful civs on another continent (Mansa and Ghandi?), happily tech trading away.. while I am fighting off Rome/Shaka/Monty and Genghis happened last game

The starting techs aren't so great, but he's like the Sitting Bull of the Medieval era.

My list was for the worst neighbors.

Tokugawa is #2 because ... what if you're in a peninsula, and you've got plenty of room to expand but Toku is the only civ you border? He doesn't open borders until pleased and thus is blocking you of valuable trade routes.

My experiences of tokugawa are sometimes painful...

For him anyways...

My experiences with charlemagne used to be far more painful until I learnt...

Kill him before he reaches the medieval period. And if you can't kill him, destroy his economy so you get there first.
