As you can see in the image, selecting "city focus: food" in cities that have already filled their working tiles, results in the assigment of Unemployed Citizens. Unemployed citizens produce hammers, but less than engineers, so they are a suboptimal arrangement.
IMO cities with "city focus: food" should begin to fill the engineer slots after the tiles. I'm not sure what specialists slots should be filled after the engineer ones. What do you think?
