I think it'd be better if you just plot the "start location" of each civilization, and see where most of the dots are. If you do so, then you'll notice there's a good concentration of dots in Europe.
The territory of Poland should still be Green (or most of it) due to being split between Russia and Germany at several points (assorted partitions, etc)
Well if you go back far enough I'm sure that alot of the Scandinavian population is made up of germanic/gothic tribes, it's all part of the big population movements going on for hundreds of years in northern europe so I guess that would cover Scandinavia as well. Also Viking descendants became the normands in France who in turn later invaded and conquered England, Vikings supposedly founded Kiev, there was even a Scandinavian/Northern people known as the Rus and so on..
These issues tend to get complicated like that.

Just saying you need to be careful when you start talking about which countries controlled/owned/influenced which parts of the world when you're trying to look at which parts are represented. Let's pretend England is in the game but India isn't, would we really accept that England claiming India as theirs during a period in history would satisfy players that India was represented in the game? Unlikely..
