Civ 6 City States Tier List (taken from Reddit)

Hattusa and Toronto are my favorite. The former because I seem to be hated by RNG and never get any Iron or Horses. The latter because it takes some of the headache away of counting tiles to decide where to place my factories and also because I live there :)
 
Nan Madol is very nice with a costal civ or england (cough, have I said England is amazing enough on these forums yet, cough), because I think it works for harbors? If you have a harbor and costal commercial hub setup with a lot of cities it can be really nice. Otherwise its meh. I'd rate it situational.

Kandy might be nice on a higher tier game and that wonder that makes your apostles produce relics upon dying. Not sure how else you get relics though, I haven't gotten many of them, or maybe I have and I haven't realized it.

Kusami seems underrated, that can be insane if you start it in the early game and get a lot of trade routes.

Not sure I agree with Brussels, Hong Kong and Geneva, they don't seem too great, though they may be situationally good.

I've never gone for Hattusa, it seems like this person builds more encampments than I do, and are rating the encampment boosting districts higher than I would.

The rest of the list looks good for the most part.
 
If you find Mohenjo Daro early its a total game changer, knowing they exist (and planning on envoy bombing them) means you can build your cities literally anywhere. Its so strong being able to place a city in the perfect spot not the best spot near water.

If you have this city state, how much housing do your aquaducts provide?
 
Haven't tested it, but it should just be +2 Housing while you remain Suzerain. If you lose the Suzerainship, the Housing benefit should pop up to the levels ordinarily seen from aqueducts in cities "without water access" or "with coastal water."
 
I started with Kandy right next to my capital, and was also able to build Mont St Michel. I won a cultural victory from people swarming all over the place to see my relics galore.

Other times, you find them too late for them to give out relics.
 
I go for Buenos Aires, Toronto, Zanzibar pretty much all the time whenever they are in the game, especially Buenos Aires, production + amenities? that's top priority right there
 
Yerevan pretty much guarantees a religious victory at any difficulty, as long as you know what you are doing.
