It's absolutely incredible that the feature to rename a city wasn't included in the game from the start.

Just like in VI, it's impossible that this wasn't done intentionally given how simple it is to implement, and the mistake was made in VI.

But the question is, why would they deliberately annoy 50% of the players?

No, it's not deliberate annoyance. Although from a code perspective, this is a very easy implementation, they presumably did not have a UI implementation for it, based on how rushed the UI is.

Simply put, developers usually have priorities in terms of core features (to make the game even play) and extra features that are not core to gameplay.

So the Devs were probably under intense pressure to get the game out as soon as possible from executives and so they cut these features for post-launch patch.
This is also probably why they have Day 1 UK DLC and generally unpolished state of the game.

It's stupid but it's the state of modern gaming. Blame the execs.
 
Personaly, I love the fact we can't rename cities. Anyway, players abuse this in multiplayer by breaking the immersion of the game (and do incivility that is difficult to moderate)
 
Loving that other players lost an option they liked, while you gained absolutely nothing (because if you didn't want to rename your cities, you could just...not rename them) is not a good look at all.

At most, the multiplayer immersion would justify a block (or option to block) name changes *in multiplayer*. Especially for a game where single player is by far the more played game mode.
