If we can add buildings, then I'll add a National Park, with 19 forest preserves, which power 19 engineers/angkor wat priests, with the levy above, for a base hammers of:
5+9+38 = 52.

If you want to count in bonuses and stuff as well, then you can get:
+25% (forge), +25% (factory), +60% (Shale Plant - good thing you don't need coal!), +50% Iron Works (don't get the full bonus), +10% state property for +170% total, yielding:
52 * 2.7 = 140 hammers per turn (not counting bonuses for building units/buildings, access to stone for a wonder, etc...)

This is nearly what I had in mind but is not correct.

So yes, this does not have to be your first or only city, it can have buildings in it.

You want an Industrial Park as well I think.

Each temple can run one, and each cathedral can run 2, so there's space for 21 priests, not even counting the ones that Angkor Wat, the Oracle, etc... will let you run. Throw in a few engineer spots in factories and such and you're in business.

If I can guess again, add the industrial park (1 eng), and Statue of Liberty, to give 56*2.7 = 151.

Or if you only case about base hammers, then Mercantilism throws one more specialist, for 58 base hammers (but only 150 adjusted, since you lose the +10% from State Property).

Huh, crazy to forget bureaucracy, since I use it just about every game.

66 * 3.2 = 211

In terms of multipliers, add on heroic epic/military academy/drydock/police state for +200% when building ships, or stone/marble/industrious/organized religion for +175% building a wonder, or for example, protective/stone/OR for +225% when building walls as a protective leader. But the above 211 will be for anything.

So here's the question:
How can you get the most promotions without a GG and battle exp but including unrestricted leaders?

NOTE: There are 3 answers!!
 
I am Boudica of Spanish running Vassalage (+2 XP), Theocracy (+2 XP). City has:

Walls
Citadel (+5 XP for seige)
West Point (+4 XP)
Pentagon (+2 XP)
Barracks (+3 XP)

That means that a catapult has 18XP. Promotions at 2, 4, 8, 14 XPs.
So, I can have a catapult that is CR III and Barrage I (ie 4 promotions).

Or I could be Churchill of the Native Americans (Totum Pole +3XP) ...

Archer with 2 free promotions (City Garrison I and Drill I) plus 16 XPs - good for 4 more - total of 6 promotions. An explorer also starts with 2 free promotions but would miss out on the +3XP from the TP - thus limited to 13XPs which is good for 3 promotions (total of 5).

OR ...

Viking city with UB,

Vassalage (+2 XP)
Theocracy (+2 XP)
West Point (+4 XP)
Pentagon (+2 XP)
Barracks (+3 XP)
Dry Dock (+4 XP)

Total XP for a boat is 17 which is good for 4 promotions plus the free Navigation I - total of 5 promotions.

Oromo Warrior starts with Drill I & II
Aggressive grants Combat I to the Oromo
Red Cross grants Medic I to Oromo
Smokeless Powder event gives Pinch to all Oromos
Barracks + Pentagon + West Point = 9 EXP
Vassalage + Theocracy = 4 extra EXP(13 total)
Oromo can gain 4 additional promotions with the EXP
Total Promotions:9

EDIT: I just remembered about the free promotions from random events(If you want to exclude events, just forget about that part - Bump Oromos down to 8, and Jags/Impis down to 7).

There are several other high-ranked promotion schemes I can think of, such as Boudica of Aztec or Zulu having 8 promotions on a Jaguar/Impi, or any CHR leader having a Privateer with 6 promotions out of the gate, Or any CHR leader of Spain with lv4 Siege weapons.

Two things:
1) CHR leaders get promotions at 2, 4, 8, 13, and 20 EXP
2) Barracks don't give EXP to naval units, so the Longboat would only have 14(Still enough for 4 promotions though)

no, that cannot be right, I know 2 ways of getting more, but I suppose I can't answer to this one
