The Navy-Seal has 1-2 first strikes + promotions -> 6-7 first strikes.

Formally both Samurai and Navy SEAL can have 10.

Samurai, Oromo Warriors always have 10 first strikes when they have Drill IV and Woodsman III. With the same promotions, a Navy Seal can have 9-10 first strikes. (all units mentioned have a starting 2 strikes)

Are you sure that Oromos don't have 1 first strike + 1-2 from Drill I and II? That would make them 8-9, even though they start with 2-3.

Yeah, Oromos only start with 1 first strike plus drills, so they max out at 9.

The only units that have access to W3 and D4 which start with up to 2 first strikes are Samurai and Navy Seal, I think.

My question wasn't clear, but I was looking for certain first strikes, not chances. The Samurai is the only unit promoted with drill 4 to have 7 FS.
