Sumeria - Epic Quest: 13 (16-3) Rewards from encampments are kinda nice, but they are limited and after a while, you can't take advantage of this any more. You're also limited by the random nature of where encampments spring up. Some games I have barbarian hordes, other times it's easy sailing. So this is hit or miss. And if I want to go the way of the levy game, Hungary is clearly a better choice to do so.

Inca - Mit'a: 12 (15-3) Negligible ability. The Inca are strong but it's not thanks to this. In practice the best mountain will only give 2 prod & 4 food (4 hills around it). Usually, there will be a tile that is better thanks to the starting bias.

The Ottomans - Great Turkish Bombard: 20 (19 + 1). Oh yes, production for siege units is great because those things are expensive. However, remove this bonus and it is still a great ability! Because not losing population AND gaining +4 loyalty means I can conquer cities on other continents without too much prep. In fact, why not just go for the biggest, baddest city in the middle of the empire and then spread out from there! These guys are great

Sumeria - Epic Quest: 7 (10 - 3). Like Macedon's bonus, except even more random. Wow, I got some free faith for a pantheon! Great, right? Now I have to wait a dozen turns for the civic the finish so that I can remove God-King because I'm now wasting turns with it. Could have been better to get another bonus and continued running God-King... you know, a bonus like the boost to a civic! By mid-game the bonuses become so little that they're negligible. And that's not the end of it. With Macedon's Hellenistic Fusion, one could at least plan for the boosts. In this case, it depends on Barbarian spawn AND your ability to clear it. That Macedon's ability ended up being eliminated first is a minor atrocity in this thread.
The second half of the ability is even worse. Instead of buying units I can only use for a bit, I'd rather give experience to my own units and use the gold to upgrade them into their more modern OP versions. I'm Gilgamesh, I'll be having plenty of Heavy Cavalry units anyways!

Germany - Free Imperial Cities: 16 (15+1) Getting a third district at size 4 in your capital allows you to construct the government city in your capital without worrying about falling behind in the race for that early great scientist because you built a holy site in your capital instead of waiting to build a campus. Later on you can use the governors to spam multiple districts with less downtime in your new cities buying them with faith and gold.

It's nice to have in a pinch, but light cavalry are fairly weak compared to other units types and rushing with them isn't as easy as it used to be. Many AIs expand quickly before you get to horseback riding. Nubia has a similar bonus, but for Archers which I like a lot better.

Sumerian ability is by far the most situational out of remaining ones, while Brazilian on the contrary - quite universal and deserving to live longer than Sumer and Poland.

Poland - Golden Liberty: 4 = 7 - 3 It's not a free wild card as implied above. You are transferring a military slot which you often need for barbarians, agoge to get your military built up so you don't get conquered, conscription to keep your economy afloat until you build more trade routes.

Egypt - Iteru: 10 = 13 - 3. The bonus to building districts is only ok. The bonus to building wonders is very similar to France which was eliminated a while ago. Flood protection is nice but conflicts with the wonder bonus. The district and wonder bonus conflict with Egypt's unique improvement. Just an awkward ability all around.

Mongolia - Ortoo: 21 = 20 + 1. It takes some micromanagement to manage your trade routes effectively but it is quite strong when done so. +6 combat strength is stronger than what most unique units get. Mongolia can get that for their entire army, all the time.
