I thought a bit more and oligarchic legacy is working, which would not be the case for cavalry. Hmm?
Right. Heavy Cavalry is not a Melee class in the WC - that is the simple infantry line.
Oligarchic legacy also applies to melee only. It would be simply too strong for cavalry.

Inta was founded circa 1940 as a settlement to support a geological expedition to explore coal deposits and projecting of mines. The city's name is in the Nenets language and means 'well-watered place.'
During the Soviet era, a "corrective labor camp", Intalag, was located here. But Russian AI decided this is the right place for Government Plaza, not political prisoners or geologists. You know -- the snow!

Well, this is a first... a monopoly in the ancient era (+25 gold at that turn is broken!) Thanks to the hero everyone said was useless... he conjured up some endangered pachyderms which apparently exist nowhere else in the world.... too bad we're still killing them for their tusks (and conservation is still a concept millenia away)

I thought the last patch should have fixed this? Or is there some ivory hidden somewhere on the map? Hey, I see ivory below Antananarivo even. So it's just that people haven't improved the tiles yet?

2/3 is already over 60% so yes, it will trigger a monopoly.
Turns out there were 3 starting ivory nodes on the map, but Maui added some so in the end I ended the game with 4/3 ivory monopoly (yes you can go over that denominator number with Maui and still get further bonuses to tourism).
 
There might be a better way, but I just use pen and paper. You can open the menu button, and where you see other settings (such as difficulty, represented by a large number), mouse down over the number at the bottom of the menu. The seeds will show up (they're long numbers - I tried just remembering them, but now the napkins and coffee cups on my desk are all doodled).
