Yes they have. Mountains are the most reliant high appeal tiles for their UI that I still haven't learned to spell properly.

Other civs can't build improvements in your territory. If Eleanor is near you're in deep doodoo though.

I've never really experimented with the Qhapac Nan before so I was assuming it could work if they build it on the other side of mountains depending on where the mountain range stopped.

I played out this crazy start until around 1800. There are still a few great people left, but I even without them I still managed to get 2 tiles with yields over 50:

As you can see, the Tourism from the Court Festival is not wasted when you have not met all civilizations. That Tourism accumulates but is not taken into account. When you meet that civilization, the accumulated tourism will add up to the total suddenly.

Here I only have 71 foreign tourists (27 + 19 + 25) because it is the sum of all civilizations that I met. If I am meeting all the remaining civilizations, I will suddenly go from 71 to 125 foreign tourists and win the game.

I don't think the Court Festivals is that good as Tourism generator. Having 20 luxury ressources surplus is 1000 Tourism per project to all civilizations. It seems incredible, but let's not forget:

• No modifier is applied. You can't have +25% from Open border, Trade route, Environnmentalism, Computer, Sarah Breedlove, Melittla Bentz, +50% from Online Communities, -x% from governement... You can halve the value if you want to compare to the standard other Tourism forms.
• It is a one-turn thing.

This ability seems to be a win-more one. It is broken when you already won, and not that useful when you uncertain about your chance of wining... except it is a formidable Culture generator. 1000 Culture per completion (with 20 surplus) is so powerful. Too bad the glitch that resets your owerflow when unlocking an Inspiration is still there. I end up to do the Court Festival not for its Tourism potential but for its Civic tree climbing potential.

I played the True Start Location map and I just needed to pick the civilization (so I took mainly those from the american continent to be all alone). I played poorly (France starting location is awful) but there is a ton of Wine luxury ressource. With only 6 cities I had 11 Wines and 6 Whales.
