Civ4 Problems after crash

Hello. I was playing with HOF-mod loaded, then computer was powered off because of electricity problems, and after that the game started to think that my computer is below its system requirements, when it is surely not. I reinstalled (didn't touched original, by the way when I open original , there are no such problems) - it didn't helped. Maybe there is some ini-file that should be deleted to reset graphics settings? Here is my error, the game lowers all settings and screen resolution, and when I change settings to High, after restart same thing happens...

and set hideminspecswarning = 0 to 1

Is it possible to determine what happened? Because even reinstall left something, that lets Civ think that I'm using broken computer

not really, the problem is that this check is not working well (on my machine it triggers when something runs in the background that makes the game start up slower than usual)...
