Civics Question

HI, I was thinking about different civic options and I was thinking of including a Rights Column. However, many rights are not mutually exclusive, but are added onto existing rights...My question is, is there a way to creat a civics column that one could select each of the rights that one wants to implement in the Government...for example in one column, there is "Free Speech, Property Rights, " and you could choose both of those, not just one in the column.

Is there anyway to do this, with the existing code?

This would require a lot of changes to existing code... everything from saving the game to AI.
