Japan - Meiji Restoration: [23 +1 = 24] - Allows a lot more flexibility with city placement even with out ideal adjacency bonus terrain.
Khmer - Grand Barays: [8 - 3 = 5] - If you want a unique version of an aqueduct, just make a second UD for it, rather than pretending it's a UA.

America - Founding Fathers: [16-3=13] I feel like there are enough wildcard slots in the game already, plus I always go for Charismatic Leader at the beginning of a game since envoys at city states are powerful. (with GS more powerful)

Indonesia - Great Nusantara: [20]
Japan - Meiji Restoration: [24+1=25] - You can get a ridiculous amount of Science, Culture, Gold, Production or Faith with this ability. Plus you get era points more easily for getting the adjacencies. (+3 Science adjacency, +4 gold adjacency, etc)

Norway - Knarr: [17]
Nubia - Ta-Seti: [21]
Persia - Satrapies: [20]
Poland - Golden Liberty: [14 - 3 = 11] - If an ability requires forts, I'm never gonna get anything out of it. The wild card is meh, and other abilities that culture bomb just seem more generally applicable for my game style.
Rome - All Roads Lead To Rome: [21]
Russia - Mother Russia:[20]
Scotland - Scottish Enlightenment: [23]
Scythia - People of the Steppe [22]
Spain - Treasure Fleet: [20]
Sumeria - Epic Quest: [20 + 1 = 21] - You should be clearing barb camps anyways; I love getting the goody hut whenever I do so. The cheap city state levying is also handy, though a little more situational.

America - Founding Fathers: [13]
Australia - Land Down Under: [21]
Aztec - Legend of the Five Suns: [23]
Brazil - Amazon: [20]
China - Dynastic Cycle: [17]
Cree - Nihithaw: [23]
Egypt - Iteru: [2-3 = ELIMINATED] Ok, I'll put it out of misery. I wanted to call it the victim of powercreep, but no - for that Iteru would need to be decent by Vanilla standards. Which it's clearly not....

Poland - Golden Liberty: [14 - 3 = 11] - If an ability requires forts, I'm never gonna get anything out of it. The wild card is meh, and other abilities that culture bomb just seem more generally applicable for my game style.

Germany - Free Imperial Cities: [21]
Greece - Plato's Republic: [24]
Indonesia - Great Nusantara: [20]
Japan - Meiji Restoration: [25]
Khmer - Grand Barays: [5-3=2] - I think this should have gone before Iteru. Iteru is weak. This is close to useless.
Kongo - Nkisi: [24]
Korea - Three Kingdoms: [5]
Macedon - Hellenistic Fusion: [21]

Rome - All Roads Lead To Rome: [21]
Russia - Mother Russia:[20]
Scotland - Scottish Enlightenment: [23]
Scythia - People of the Steppe [22+1=23] - Very powerful and simple to use. With Coursers too it will be even better after GS comes out.
Spain - Treasure Fleet: [20]
Sumeria - Epic Quest: [ 21]
Zulu - Isibongo: [20]

America - Founding Fathers: [13]
Arabia - The Last Prophet: [17+1=18] I think this is actually a good, but not top tier ability. So it should stay around for quite some more time. It's very flexible and it may need two or more games to get the most out of it and to have the "right" build up for what you want to do. I may be a bit biased though since I play 8 player maps - on these, there are always some good beliefs left for me. I can see that it is weaker in that regard if you play a huge map.

America - Founding Fathers: [13]
Arabia - The Last Prophet: 18 - 3 = 15: Kinda lame that they rob the last prophet actually. I would always look forward to getting the last prophet but get ****ed and i realise why now lmao.

Georgia - Strength In Unity: [5]
Germany - Free Imperial Cities: [21]
Greece - Plato's Republic: [24]
Indonesia - Great Nusantara: [20]
Japan - Meiji Restoration: [25-3=22] Weaker than you think. If you surround, say, a campus in other districts using this ability you get +6 - strong until you realise you get +3 anyway making it only a +3 bonus. While Australia gives a lot of +3 adjacencies, this generally gives +2 at most - how often are you able to fully surround your districts for the +3?
Kongo - Nkisi: [24]
Korea - Three Kingdoms: [5]

Netherlands - Grote Riverien: [19]
Norway - Knarr: [17]
Nubia - Ta-Seti: [22]
Persia - Satrapies: [21]
Poland - Golden Liberty: [11+1=12] There's a +2 great prophet point wild card policy that you can unlock faster than T1 governments. With this or Greece's UA, you can comfortably found a religion even on deity.

Aztec - Legend of the Five Suns: [23]
Brazil - Amazon: [20]
China - Dynastic Cycle: [17]
Cree - Nihithaw: [23]
England - British Museum: [20+1=21] - Archaeologists play a big role in my CVs. This ability boosts Archaeological Museums, doubling their space and automatically theming them. Decent for CV and fun for me. I'm sad to see this being replaced in GS.

America - Founding Fathers: [13-3=10] - Of all the potential cards to turn into wilcard, potentially the diplo one is the one that gives the less flexibility, being it flexible itself (city states, spies or trade routes), and not having many slots in many of the governments.
Arabia - The Last Prophet: [15+1=16] Giving a hand to this one. For mi it is not the help it provides to Religious Victory (that as said, isn't much). But still allows you to have selected (albeit not best) religious bonuses without much investment. And specially, provides science if you care for spread, so it is one more option to turn faith into science.

America - Founding Fathers: [10-3=7] - I like diplo cards, so this doesn't make much difference to me. Worse than Poland.
Arabia - The Last Prophet: [16]
Australia - Land Down Under: [21+2=22] fun and potentially strong, depending on the map.

America - Founding Fathers: [10]
Arabia - The Last Prophet: [16]
Australia - Land Down Under: [21]
Aztec - Legend of the Five Suns: [23]
Brazil - Amazon: [20-3=17] Very poor. First of all extremelly map dependant, you get eventually the bonus in only a few cities. And you want to chop those rainforests anyway.

Korea - Three Kingdoms: [2]
Macedon - Hellenistic Fusion: [21]
Mapuche - Toqui: [20]
Mongolia - Ortoo: [21+1=22] Get the trade post right away? Great. Get +6 combat strength for sending a trade route? Even better. Only negative point is if you play a larger map and don't win early, sending a trade route really slows your game with all the possible destinations.

America - Founding Fathers: [10-3=7] Like mentioned above, diplomatic slots are pretty useful, more so in Rise and Fall with some pretty cool alliance boosters. Only in the very early game would I want to give one of these up, but even in the early game +2 from Charismatic leader has more impact (than say the mid game). And you are going to want to use diplomatic league as well when assigning envoys. Sorry, but no. Make America Great again Firaxis!

Australia - Land Down Under: [22]
Aztec - Legend of the Five Suns: [23]
Brazil - Amazon: [17]
China - Dynastic Cycle: [17]
Cree - Nihithaw: [23+1=24] Yeah occasionally you might lose that early trader, but saving gold on getting early tiles is pretty useful. Even if the tiles aren't that great, it may be a tile I want to put the government district on. But the free trader is the best part.

For a relatively modern civ, it is great to have an ability like this which helps you out from the beginning and all the way through the game.

America - Founding Fathers: [7-3 = 4] The problem here is that most governments have only 1 diplo slot to begin with, and usually there is at least 1 diplo card that you would like to assign anyway. To fully leverage on this UA, you need to invest in Potala Palace (rarely useful) and adopt Democracy (ok, that's thematic, I guess) - still meh, and won't come into play until much later in the game. In the early-mid game, this is just a poor man's version of Poland's UA - and that UA is already mediocre.

Arabia - The Last Prophet: [16 - 3 = 13] it's not that a guaranteed religion is bad. It's that youd already be making that holy site investment if you planned on religious victory. If you wait for free prophet and then build holy site you will receive bottom of the barrel beliefs. Especially since some AI dont go for religion now it can take even longer to fire than vanilla

Indonesia - Great Nusantara: [17 + 1 = 18] fits perfectly with Indonesian island ambitions. Even if you settle a 1 or 2 tile island with another islet nearby, you can get a solid adjacency bonus. Extra amenities are needed to cope with huge city populations from UI. Synergize well.
