Are all Civ staple Leaders that were at least in 1 of the previous Titles. So, perhaps the "30th Civ Anniversary" Surprise is a Leader Pass that contains 50% of old Leaders and 50% new ones (something new is always necessary).
I broke it in a different manner. That list contains:
9 Leaders from Vanilla Civ
1 Leader from First DLC Season
1 Leader from Gods and Kings
1 Leader from Gathering Storm
1 Leader from NFP
I actually think this breakdown makes it look like a sensible list. There's one leader from each Expansion/DLC Pass. They'd be able to measure how well the packs which are dependent on previous DLC do.

Interesting, I feel like if this is accurate then each leader might address some complaint that many had about that particular civilization:
Nader Shah for a non Achaemenid Persia is a no-brainer as well as a second leader for Rome and Japan.
Lincoln and Elizabeth are popular enough as is Ana Nzinga as a newcomer for Kongo.
Ludwig II would make Germany more cultural and not so heavily focused on military as it has all the previous iterations, including this one.
Mali getting Sundiata Keita is strange, but I guess for some it might make them more like Songhai was in Civ 5?
Sejong returning is popular, but not sure how different he'll play from Seondeock.
Maybe they'll rework Byzantium because right now it solely plays like a crusader civ and not as appropriate for Theodora.
China getting two leaders is funny, but people loved Wu Zetian and we've yet to see one from the Ming Dynasty?

Curious as to what they would do with him considering Qin has the wonder building and early canals. I mean faster construction of Medieval and Renaissance wonders is already taken by France. Or maybe he'll become the exploration leader we've been waiting for?

A second consideration which I think makes that list feasible: All the leaders are peculiar looking. The designers have gone to great lengths to make every leader pretty unique-looking so far. The only one in that list which may be too similar to something already in existence is Julius Caesar. Caesar's facial features are not too dissimilar to Trajan in most portrayals. So if we get Caesar, there's a big chance he won't be wearing armour (but probably will be wearing laurels because fancy headwear is fancy).

As you can see, there's a lot of fancy headwear and hairstyles, making them distinct looking.

A side consideration: I think the chances of Wu Zetian are really high, even if the list isn't true. But since we got a young Victoria in Civ 6 (vs old in Civ 4), we may get an old Wu Zetian in Civ 6 (vs young in Civ 5). Atm there's no representation in Civ 6 for that demographic.
Even if the leak is real, I hope it is dated and we get Isabella or somebody else rather than two Chinese leaders, just for the sake of variety. Zhu Di has the yellow robes of Kublai Khan and the headwear/facial hair is pretty similar to Sejong.

Getting a king of Bavaria as a new leader for Germany... feels like a whole new angle of the disaster of Dirndl, Lederhosen and Oktoberfest representing the whole of Germany.

I think Ludwig would be amazing. The dude was a bit nuts and lavishly spent money on castles and palaces all over Bavaria. Spend money to complete wonders?

I was thinking a more culture-oriented Germany. This feels like it would be a way of giving me Austria, without giving me Austria.
But wonder building would go hand in hand with culture Germany too considering the production bonuses from the Hansa would already be in place.

Edit: According to that source, there are 2 DLCs and the pass will last for six months. I suppose that means (2) six packs with scenarios, modes, and whatever, six months apart.

Nader Shah and Ludwig II are left-field but interesting choices. Everyone else is either a returning leader or a fairly obvious choice. I’m surprised there will be so many leaders, but as long as they’re interestingly different from the current roster, I’m excited!
