@Fulafel(I'm calling you like that now): its because the UAs are based on what happened when the civ was dominant\at its greatest extant(AKA its "Pax"). That's the naming.

Except for the fact the word "Pax" is usually used to describe a period of peace and stability, not a period in which a culture reached dominance or its greatest extent. "Pax" in latin translates into "peace", not "dominance" or "extent", after all. (eg. Pax Romana and Pax Mongolica are actually associated with Rome and Mongolia to refer to their period of peace and stability).

Like Hamm said, there are always better alternatives to names. You CAN go fictional and just make up a name, I'm not saying it shouldn't be done, but it's generally nice when people are creative with it (makes it sound much more interesting ;)). As for a more historical approach to a civ's name: Referencing famous mottos, a certain way of thinking, a famous historical text, a famous speech, or the historical name for a period of time for that civ works well.

Also, what is bugging me, is people putting a question mark instead of a point at the end of the sentence (*cough*half of the forum*cough*)

Tone is hard to get across in text on the internet, and with the English language being annoyingly ambiguous at times (especially on the internet), people sometimes ignore grammar to properly show their tone. I used a question mark in that sentence to show I was confused by your statement, you were comparing the design for Sukhothai with the Iberians which didn't really make sense to me because they looked very different in design. I guess I could have used the :crazyeye: emote instead, but I achieve the same effect anyways :lol:
 
Regarding the name thing; it all seems rather redundant when the actual firaxis UA is already based on city states, like both of your designs, and already uses a name specifically about Sukothai. :lol:

Replaces Stone works. Unlocked at construction. Instead of the stone works' effects, the ceramic maker provides a copy of the unique ceramics luxury resource. yields 1 :c5culture: culture and 1 :c5production: production. +1 :c5culture: culture and :c5science: science from trade routes to civilizations that have any influence over you.

UU: Brahmastra: Must be based on a city and is destroyed after use. 8 Range and Combat Capacity of 15. Unlocked at Engineering.

Unlocked at Iron working instead of construction. Has higher :c5rangedstrength: ranged and :c5strength: melee combat strength(14 :c5rangedstrength:, 10 :c5strength:), but requires one iron and is more expansive to build. Has +1 range.
(Note: the extra melee strength remains on upgrade, the +1 range doesn't).

UU: Praasaada Ratna
Replaces great scientist. In addition to the normal great scientist fuctions, the Praasaada Ratna may create unique :greatwork: great works of writing that yield +2 :c5science: science. If stationed in a city, gives 3 :c5science: science per every 4 buildings in the city. Per each Praasaada Ratna you have, the palace yields +4 :c5science: science and :c5culture: culture. If consumed, 15% of the :c5science: science output of the empire will be added to the :c5culture: culture output for 10 turns.

UA: The Oath in five Articles
Upon researching a :c5science: technology, receive a :c5production: production boost in all cities towards any buildings and units unlocked by this :c5science: technology for the next 10 turns. Constructing a new building in the :c5capital: capital grants +3 :c5science: science for every coastal city in the empire.
UB: Zaibatsu (Replaces Factory)
Unlike the factory it replaces, the Zaibatsu comes slightly later, at steam power. However, the Zaibatsu has no building or resource prerequisites, and so may be built in any city. Furthermore, the Zaibatsu provides a further +5% boost to :c5production: production for every incoming :trade: trade route.
UU: Sanseikan(Replaces Ironclad)
The Sanseikan is slightly more powerful than the Ironclad and starts with a +30% :c5strength: combat bonus which decreases by 5% every turn. The bonus is reset to maximum levels whenever a new :c5science: technology is researched.

Empire of Japan
Leader: Hideki Tojo
UA: Tenno Heika Banzai
Units receive a boost to :c5strength: attack strength the further they are from the :c5capital: capital and a bonus on :c5strength: defence the closer they are to the :c5capital: capital. Upon capturing a coastal city, all naval and embarked units receive :c5war: experience.
UU: Zero(Replaces Fighter)
The Zero is significantly cheaper than the fighter it replaces, and does not require any oil to be built, allowing Japan to field a far larger air force than its enemies. In addition, whenever a Zero is killed during its attack, it does triple damage.
UB: Yamato (Replaces Battleship)
The Yamato is both significantly more powerful than the Battleship it replaces, and more expensive, but must set up to fire and receives a +100% :c5strength: boost against cities, essentially making the Yamato floating artillery. Furthermore, embarked units adjacent to a Yamato receive the amphibious promotion and pay no additional movement cost to disembark.

Kind of hard to think of ideas when there is almost nothing known about the civilization. Maybe a UA based off the civilization being hidden so long but no info for UUs, UBS, or UIs,

That was kind of the joke. I thought it was just hype that we're still discovering forgotten civilizations in this day and age. Wouldn't make for a bad CS, though, even though we don't know the city's autonym.
 
I think it would be an excellent idea to add President Reagan as a leader To Civ 5.

U.A. - Reaganomics - After enacting a new policy your gold per turn is decreased but happiness increases by 2 so like (adopting a new policy = :c5gold: -2 but countered by :c5happy: +2) this represents tax cuts.
U.U. - B-1 Bomber - replace b-52 - Starts with evasion 100 promotion and has 75 :c5strength: strength with a 18:c5rangedstrength: range.
U.U. M1A1 Abrams - Replace Modern Armor - Strength 120:c5strength: - Range 8:c5moves: - Starts with blitz

I tried to make this but as an ameuture I haven't been able to make this work. Was hoping a senior mod maker could attempt to make a Reagan Mod.

I'm afraid I didn't, I went with FDR. I don't really like Raegan and he's pretty hard to do without it just being right wing drooling anyway, since thats essentially his target demographic. Either way, whatever I think of his political alignment, I don't think he's remarkable enough for an entire civ to himself.
 
I had to go back to Page 36 for this, but I think this is a pretty decent base to start with for Reagan:

Cold War America
Ronald Reagan

UA: Morning in America
Gain a production bonus in all cities equal to 10% of your gold per turn. Spies are 25% more effective at staging coups in City-States.
Part 1 reflects Reagan's supply-side economics, Part 2 reflects the tendency of the US to stage coups against Communist governments in the Third World. I would like to include something along the lines of "Ideological pressure from your empire is doubled." but I dunno how OP that would make the UA, which may already be OP.

UU: F-15 Eagle. Replaces Jet Fighter. In addition to the Jet Fighter's base abilities, may conduct ranged attacks (at Strength 40) and takes 25% less damage from Interception (probably needs a special promotion for this). More expensive than the Jet Fighter.

UB: Mall (or Supermarket, using the unused icon): Replaces Market. In addition to the Market's normal yields, gain +1 Gold for each Luxury Resource worked by a city (if Mall) -OR- gain +1 Food for each Bonus Resource worked by a city (except Stone, if Supermarket).

Moved SEAL to Kennedy, since he had a hand in founding that branch of the Navy, and replaced it with the F-15 for Reagan. I figured the extra bombing ability would make it more useful as a late-game unit. Both of these are more late-game Civs than most, but I tried to stay with the flavor.

Looking back at it, I think I would change Reagan's UA:

Morning in America: May purchase Social Policies for Gold. The cost of each Social Policy after the first increases by an additional 5%. Unit maintenance is reduced by 10%.

I like this better than what I originally had. I'm presuming that the Social Policy part can be managed somehow, though I'll admit I'm not sure. Gold/Culture cannot be mixed to get a Policy, though I'm not exactly sure how to say that above. The percentages are placeholders and can easily be raised/lowered. The last part is meant to help replicate Reagan's increased defense spending; it can be changed to a unit purchase discount, but I thought that might be more OP with Autocracy.
 
Wow, that would be bloody AMAZING early game. I really like that ability! No idea how you'd go about coding it, of course. =]
