Looks like underwater vulcanoes should make a come back, There could move to a lower seabed preset with all other (new) and thus becoming navigable

This, my friend, is a trasure. Just settle so that your settlement limit block the exit, and become suzerain of Mesa.

The city state won't be able to grow (can't use mountain tiles til modern era), so the CS will produce migrants. Migrants that you will be able to levy for a stagering 0 influence! Of course, one tile yield is not much, so you will have to help them grow (60 influence in antiquity), but you will be able to milk some nice free populations!
 
For gameplay purposes, the destroy the artifact seems like neutral option, but I would say that should be better grounds for a war :lol:
