Civs stop attacking

(Civ2 MGE) I'm playing the old jihad scenario from 1996 and I was interested which of 3 computer civs (Franks, Byzantines and Persians) wins the game if I am not playing. No civ had a significant starting advantage and so I am just observing the computer moves.

Eventually all 3 civs more or less populated the whole map, all 3 are in constant war declaration, but it seems that after some point in the game they stop attacking each other (they are still in war). Most cities start producing capitalization (even though the corporation is not in the reasarch tree and it seemingly cannot be selected in the city screen - I'm attaching a screenshot). Only a small number of cities are building units but there's not much fighting going on. The game is in stalemate.

Any ideas why civs revert to capitalization and stop warring each other? Money shouldn't be a problem as each civ has +10.000 GP, also I thing that the unit limit is far from reached.

In MGE, the AI usually gang up trying to give the human player a hard time. It seems that without a human opponent, they have no idea what to do when all available city improvements are built and more than enough troops are protecting the city.
Still weird that they can "build" capitalization without corporation...
 
The universal rule of Civ: The AI cheats.

If you want to see the AI civs beat the hell out of each other, play ToT Lalande (the science fiction scenario). Trust me, the alien civs love killing each other. It's very inconvenient when they do it before I'm finished stealing all their tech. Since humans can't research that, once everyone who has it is dead, you're out of luck.
