[CivUP 2.3.2 / GEM 1.12.1] Cities unnecessarily use unemployed citizens

My cities will frequently use a handful of unemployed citizens even when there's other, better choices available. In a recent game (in a prior GEM version), my sizable capital had nearly a dozen unemployed citizens, but didn't fill up all the engineer slots :confused:

When this occurs, the only thing to do is manually select every single tile. Leaving even one tile untouched and removing the unemployed will cause the AI to de-employ the remaining tile(s) to "fill" the vacancy :crazyeye:

Selecting a Hammer focus seems to exacerbate the issue; likely because it places additional weight on hammers, but its not exclusive. I've seen several unemployed citizens with a Balanced focus.

I've noticed this as well. Even when there are other specialists available, it will turn a blind eye and just go with the unemployed on hammer focus.
 
Same. Even when engineers give 4 production and 2 science, the city planner will select unemployed citizens with 3 production instead. It does seem to select engineers (after merchants) when 'default' citizen focus is used.
 
Most city AI stuff is in the game core, so this would probably be very difficult to fix. I'll see if there's anything in the data files I can change easily.
