Using Civup 2.3.2, Gem v1.12.2 I got the Mine Expansion oppertunity and chose option 2, which should give +3 production on the mined tile. Instead it went from 4 production to 11 production. I was able to reproduce this with a savegame (using other mods so won't upload this - none of the mods should influence this).
Screenshots from before and after included along with lua.log (debug info from before and after written but it doesn't show anything I think).
