Civup v2.3, GEM v1.12: barbarian ship spawning in ice

I started up the public release last night, and while exploring the map with my libura I stumbled across a barbarian ship that was IN ice. Never ran across this before; I didn't notice ice being a traverse-able tile in the documentation, though I could have missed it.

It's supposed to be with astronomy for all of your own ships (slower movement than subs under ice).

I suspect pirate ships get access to ice movement sooner. Or are spawning in it and can't get out for some reason, but more likely the former.

They get that ability early so they can move to temperate zones and attack players. Barb ships otherwise get trapped in patches of open water near the polar ice caps. There is a maximum limit to the number of barbs that can exist on the map, so trapped ships can cause barbs to stop spawning.

I think of them disassembling their ships and carrying them across the ice, which people do outside arctic regions too.
