Cutting circles are usually bad, as that create a semi-transparent fringe around the picture, which you then fill with magenta, so that you get magenta fringes around the circles.

that is a really cool idea, the results is not only better looking but also much more easy !!
 
I have tried the new technique and it did work for some off reason :confused:

It is the file where the error appeared, if someone knows where the error is, tell me : http://www.civfanatics.net/uploads9/radama_all.pcx . I used the "magenta background" of the German civilization.
 
This is what I used for creating _all.pcx files for my leaderheads.

1. I opened an existing leader_all.pcx file and increased its color depth to 16 million. (I'm talking in Paint Shop Pro terms here, RGB for Photoshop I believe)
2. I opened leader's angry, neutral and happy poses for all needed eras in Paint Shop Pro and increased their color depth to 16 million (RGB). Then I resized them to roughly 60% of their size.
3. I pasted a circular frame over the leader's face and then copied the circle and pasted it over the one in the leader_all.pcx file.
4. Repeate and rinse, when all eras and moods had been done, I indexed the leader_all.pcx to 256 colors with the background magenta as the last (or the first in Photoshop).

This was probably not the easiest or the cleverest way of doing it, but it yielded perfect results each time. :) I've attached the circular cookie cutter frame I used.
