Perhaps its a military academy or indeed something brand new. Time will tell.
As for The great general being in the same tile, we know thier is 3 "zone's" in each tile, Civilian/Military/Air, so assuming hes not on some magical flying horse it appears he is classed as a civilian, much like great people will also be, assuming they are in the game too.
I also noticed something about Generals and told my brother and me told me to post proof or shut up, LOL!. So anyway, here you go.
As you can see Generals have health points like other units, whether or not they can attack like normal units can't really be figured out. If they have combat upgrades then perhaps either, 1. these upgrades merely improove thier bonus to troops and make them harder to kill, 2. they are utilised but only in attacking other generals, thats a possibility.
But make what you will from the Information on the screen shot, thats what I took from it.
Sorry the screen shot resolution isn't great, this particular video which shows this clip of the game play (even though this is the "watch in HD" video) isn't great quality. Thier are much crisper game footage videos around, proper 720p ones. Quite a few on you tube, but several of them have POINTLESS boxes blocking bits of the whole video, VERY annoying when your trying to look at every single pixle of the gameplay footage :/
