[GS] Comment on leader abilities

Since the current thread on GS leader abilities is "voting only" I'm opening this thread for other comment/discussion.

One thing that strikes me about leader abilities is that there is a difference in the evaluation of them from the player's point of view and as leader of an AI civ. Some abilities just happen; you get an advantage doing what you would be doing anyway. Others require certain play modes to take advantage. A prominent example is Norway. Having an advantage in naval raiding means that Norway should be directing its strategy towards naval expansion. A human player knows this and behaves accordingly. I get the feeling that the AI doesn't "plan" around the abilities of its leader, and so an AI Norway may fail to prioritise shipbuilding. That means that the Norwegian leader is a different tier depending on whether Norway is human or AI controlled.
 
This isnt an objective Elimination thread.

The tier list would change according to ai level/multiplayer and resource abbudance. A small continent map is entirely different from a pangea one.

A map with only religious civs on it would change the tier list totally up again.

If you wanted to make a fair tier tier list the first thing you would have to do is define all these parameters. Else its just for fun and thats fine.
