Since the current thread on GS leader abilities is "voting only" I'm opening this thread for other comment/discussion.
One thing that strikes me about leader abilities is that there is a difference in the evaluation of them from the player's point of view and as leader of an AI civ. Some abilities just happen; you get an advantage doing what you would be doing anyway. Others require certain play modes to take advantage. A prominent example is Norway. Having an advantage in naval raiding means that Norway should be directing its strategy towards naval expansion. A human player knows this and behaves accordingly. I get the feeling that the AI doesn't "plan" around the abilities of its leader, and so an AI Norway may fail to prioritise shipbuilding. That means that the Norwegian leader is a different tier depending on whether Norway is human or AI controlled.
