is a bad thing to have. Not so if you have a war going on for more than 10 [?] turns. At this point you'll be forced to make a peace treaty if you don't want to loose many population points due to war weariness. A Dungeon can help you to continue a war. Also it's useful for big empires thanks to it's -20% upkeep cost.
I've been a bit busy recently, but I'll promise to see what I can do with these two. Just give me a couple of days - I'm already getting some ideas...
