Negative events were brought up in another thread, and that got me thinking about Negative Great People, or Awful People if you will. How about an Awful Merchant who has an "Increase Government Efficiency" action, and all it does is remove beneficial effects from all buildings in your empire.
Just an idea I came up with, no relation to any actually existing people or events of course.
“Awful People” can be created in cities using espionage, replacing the GP points with Awful Person points, and the player has no idea if they’re awful or not until they actually use them.
New Russian UP: Create 5 awful people in the Europe and American regions.

Awful Scientist: Spread “Alternative” Science: Destroys aqueducts, hospitals and broadcast towers in the city. After discovering microbiology this also causes a plague.
Awful Artist: Create Kitsch “Masterpiece”: -50% culture in this city
Awful Merchant: “Increase Government Efficency”: No more tax in this city. Its maintenance is reduced by 1% and it gives 3 unhealthiness. If used as a trade mission, the merchant leaves the country and brings half the treasury with him.
Awful Engineer: “Reconstruct” Wonder: An obsolete wonder in this city is “reconstructed” making it give Awful Artist points and no more culture.
Awful Prophet: Found new “Religion”: Kills three of your population via death cult.
Awful Statesman: Establish “Exceptionalism”: -4 relations with the other country if used as a diplomat. 1 unhappiness in all other religion cities if used internally.
Awful General: Enact “Mandatory Scorched Earth Policy”: Any units that would’ve got experience instead get “Scorched Earth” promotion, which causes all cities to be conquered by the unit to be razed. If used on your own city, he falls off his horse / accidentally shoots himself and dies.
Awful Spy: Spill “Secrets”: Reveals all unit, city and tech data to the rival if used on a rival. If used internally, he gets another great person in the city killed on accounts of “being a foreign puppet” (he will never kill his fellow Awful People, however)
