I mean, this is okay, but if you do so you maybe should change (or destandartize and leave more free space...) the mobilization rule. I guess +25% is way below that, what mobilization can do... But this is just a suggestion.

I guess under a Dasian rule I'd have to kill them all or at least preferably make conscripts or economic slaves out of them.

Yes I would have to kill them all... AND any american peacenicks. Gelion's stat.s. are ok I guess, but the superpowers aren't powerful enough and the Djihadis were overpowered.
