After this I had "the largest empire." two cities, turn 104, normal speed, Mountain coast map.WB shows that usually quick horselords had only 2, and rest of the world civs had 1-2 cities. barb ain't spamming so it can't be an explanation, why AI isn't growing on "used" tempo.

Sounds like you got lucky. Most people have had to downgrade their normal difficulty level.

In one game I played, I built up quietly in isolation as the ljosalfar, then around turn 400 I got swarmed by a stupidly v ast horde of mythril weapon wielding vampires, catapults, rangers, etc.
