A Self-Governing IOT?​

We're going to have a self governing IOT.
What's more, you aren't the ruler of a nation, you're the ruler of an unruly mob. Angry taxpayers, minorities, I don't care. You can even be the government, if you want, so long as you take a group of Homo sapiens sapiens, with a point of divergence at New Year's 2012.
Also - you don't have armies, you have mobs.


No, I am not crazy.
Perhaps this would be better rephrased as an "almost" self-governing IOT.

The rules are simple (of course, because misinterpretations are a good part of why GMs are required):

To start, create a nation, and claim 5 provinces.

After the game starts, you gain an army per province after a given amount of time (to be discussed with players later).

I will declare game start, but, after that, I will only be called in for rules clarification, or to report cheating.

You place these armies wherever you want, and try to claim the entire island.

Players are responsible for all updates themselves.

There are no navies, no trade, no... anything but mobs.

The strength of each side in a battle equals (Random Number [1-2] * Number of Mobs.

The number of surviving mobs (strongest player only) equals the difference of the above numbers, divided by 2.

If there is a tie, defender wins. If the tie is between two attacking armies... PM me. Or negotiate.

Also, who will be conducting these battles?
The varying sides will agree upon another player (doesn't have to have a faction in existence, but must have played in this game) to conduct the battle.
And if they are biased (or too lazy) to use the RNG?
Well, since you can't PM me orders, this is your shifty diplomacy. Bribe a judge if you want, but other players might not want them to judge again...

Probably not. But you can't PM orders, and someone needs to judge battles.
Basically, two thoughts are running.
1) The least biased player will eventually be the most requested, since no one wants to lose.
2) This is more of an experimental beta than an IOT. If it fails, than I just say self-governing IOTs don't work well.
