I'm guessing black and gold are traditional colours for Malaysian royalty, so that's why everything is so themed.

The thing about Malaysia is that they have seven sultanates, and one of them is elected the Sultan of the Federation every five years. Is black and gold the theme for every sultanate? Or just for the particular sultanate Ibrahim Iskandar is from? Or just for Kuala Lumpur? I can't tell.
 
That second pic would look better if there were a neutral colour in the background instead of those horrible curtains
