I only recently discovered that the forest health bonus ignores borders. Your cities get +0.5 health for all forests in the fat cross even if the fat cross falls partly outside your borders. You even get the health effect if the forest is inside another Civilization's territory!
This has some significant implications if your city shares forest tiles with a neighboring AI city as both cities get the health bonus. If you have a choice of chopping several forests in the city radius then if you chop the one shared with the AI you will deny them +0.5 health.
Also it's never been a good idea to chop forests outside you borders if there's a chance that your culture will grow to include them as you get more hammers when the forests are inside your borders. Now there's a further reason for leaving forests intact if they are within a distance 2 of your city but outside your borders.
The cross-border effect may extend to jungles & floodplains but I have not looked.
