Bad News!
As some probably know from the demogame.. my Civ3 monitor is shot. So, that means I can't play civ3, or even test the mod.
BTW, I was going to make the palaces as wonders, so only we can use them.

I think the best way this could work out is if we created a few more forbidden palaces for each province as small wonders, pre-place the province capital cities at an acceptable distance with pre-build FP's , and do the same for each of the AI's.
