But, really, maybe donsignia as its' the highest production city.

I think Oxford would be good - it might help its citizens to evolve to a higher lifeform, such as donsignians....

I haven't checked the save to see which are the most productive cities, but I'd select whichever city is the most productive and already has its library, temple, uni, and cathederal built.

I'm a little surprised we didn't already have a prebuild a couple of turns away.

How much of a lead do we have in tech? Is there any chance at all we might miss out? [not likely IIRC] If there is no danger then we can afford to splurge a bit and reward the most cultured city out of game. Also I think we should toss some honors SaaM's way for sticking with it in the face of not having C3C.

Well, the Mayans are starting to catch up. They have nationalism. The other civs are still in the middle ages, but the Byzantines have Cavalry now.
