Scythia 11 (14-3) and I'll continue hitting scythia because I can do wars fine without the extra cav and even healing and that's just one aspect of the game. In other aspects they get nothing.

China 14+1=15 - This is top tier civ. Has Great Pyramids' bonus from start, so it saves lots of production and money. Can wonder spam. And yes, in EARLY GAME, the part some people call the most important. Increased Eurekas and Inspirations save some decent science and culture through whole game and will allow you to be a little bit ahead. Crouching tiger is fine, I guess...

Rome 11-3=8 - I'm still not sure why this civ has so many supporters. Roads are RIDICULOUS. Legion isn't important game changer. Baths are great! But free monument isn't. It costs only 60 cogs and it's cheap to buy. And two culture provided by monument isn't game changer in any way. It's surely good civ for people who like early game expansion, but I'm not fan of early game expansion. Definitely not top 10 material to me. Civs I see as top ten are, without any ranking, Germany, Russia, Australia, Arabia, Macedon, Scythia, China, both Greeces and *sigh* France/America and Poland. Strong versatile civs or civs that give significant help towards at least one victory. Rome isn't there because it doesn't offer significant help towards at least one concrete victory (like Scythia, Arabia or France/America), and while surely versatile civ, it's not strong versatile (like Germany, China or Russia).

Arabia 16 + 1 = 17 (Really strong for all victory conditions except maybe culture, dominant UU/UB, and very high faith output. Probably the most versatile ability set IMO as long as you actually build holy sites)

Sumeria (17-3)=14 Who wants to share EXP with an AI's units? And Barbarian encampments will gradually appear less often as land is gobbled up.

Rome 5 + 1 = 6 I do not understand Kimiimaro's hate on Rome. What is not to like You don't have to waste cogs or money to build the monuments which helps with culture tree. You don't have many traders early to make roads, Rome gets them very as soon as another city is founded. The baths give amenity and housing. The legion doesn't require iron and three or four can take down a walled city without archers. This should be in the top three.

Rome 4 (7-3) still boring, can do without free monuments, roads, Legion is not as good as advertised, people being blinded etc. In short: giving its fans something to do.

Sumeria 15 (14+1) Weak leader ability, very strong civ ability and super strong UU. Also changes the way to play a bit by running around a lot and farming barbs. Not boring and strong!

Rome 6 (5+1) People are vastly underrating the monuments Rome gets. Especially on higher difficulties, it allows Rome to keep pace on the civics tree without investing in culture. Early military units are a must, and free monuments allows building more of them.

I guess you mean me. In battle between Rome and France, Rome would beat it. But France is in my top ten and Rome isn't. Why? France gives you production bonus on wonders of three eras, which is somewhat versatile, and with double tourism, it offers significant help towards Culture Victory. Rome, as I said, doesn't offer SIGNIFICANT help towards any victory, and while versatile civ, it's not as STRONG versatile civ as Germany, Russia or Australia.

Rome 6+1 = 7 - I build monuments in every city, fairly high up the build order too. Nice to have them for free. Plus the no iron req for legions is nice.
Russia 20-3 = 17 - Cause they are not 2nd best.

Macedon 14 (17+ 1) Provides a lot bonuses when conquering,but once you've started conquering you're usually already winning.
Rome 5 (4 +1) A strong early game sets you up well for whatever you want to do with the rest of the game.
