Brazil (11-3)=8 I feel like the abilities don't really represent Brazil well. There should be an ability based on cutting down jungles. I don't get how rainforest tiles give adjacency bonuses to these districts.

England (11+1)=12 I think the abilities gives the player incentive to settle or conquer cities on other continents, which fits with the British Empire. The British Museum Ability is accurate to a degree, many archeologists in the 1800s were British and took many artifacts back to UK, which are the subject of national disputes today.

It happens more often than I expected, and I also note that getting districts up with Legend of the Five Suns (worker charges speed districts) is *always* useful, especially when district costs go up a huge amount late-game. And the amenities bonus gets a war engine rolling like no other).

Arabia 21 (24-3) I don't get why everyone considers this civ so great. The UU has a great bonus, but the current rules of the game dictate wars are early and then never again, so the UU is moot. The UB dictates that you're aiming for high culture and high research, and starts to necessitate that you have campuses and holy sites in most cities, which clogs up the population slots for the more important districts. The last prophet is a garbage bonus because if you wait that long to get your religion going, you're flooded with missionaries before you get your religion off the ground, and the science bonus is minimal and doesn't apply to your own cities. The only decent bonus is the religious building bonus, which you'll struggle with if you utilize the last prophet bonus. Overall, very little early game bonuses which set you further behind the competition and not much in the mid-game to help you make up for the poor start.

Japan 7 (6+1) I'm guessing most of the people that are voting against them have never even played them. They have three modest bonuses that help every single game. First, Japan is the only civ that can get more than one district at half price, and while many cringe that commercial hubs weren't in that mix, the three districts that they get for 1/2 off are three out of the four victory condition districts. This makes Japan incredibly flexible. A tangential note on the district cost bonus: Playing Japan with Carthage Suzerein makes for an incredibly easy game. Second, the district adjacency bonus makes a small but substantial yield bonus, but everywhere! And has great compatibility with the 1/2 priced districts. Third, every city gets an extra hammer with their factories, not too shabby, but adding 4 culture to every city is pretty powerful and, again, a very flexible bonus.

Japan 4-3=1 - Is weakest. As I said, Divine Wind is ridiculous. Samurai, Electronics factory and Meiji Restoration are decent things, but not that good. Deserves to go.

Poland 11+1=12 - Seriously, I don't understand the hate towards Poland. Golden Liberty is overpowered. Winged Hussar is great. Sukiennice is great. Lithuanian Union can make you some serious bonuses. Take all these things together and you'll get increddibly strong civilization, like in Civ V. This shouldn't seriously have less than 20 points.

America 13 - 3 = 10 (The combat bonus is strong but useless on an isolated start and the rest of their abilities are lacking in a big way. UUs come way too late and I rarely utilize the tourism/appeal bonus at all. They really should have some type of production focus IMO.)

Aztec 20 + 1 = 21 (They are too good actually. Almost all of their abilities are OP. Free workers from warriors saves a ton of production and has lots of synergy for their next uber ability which is unlimited district charges which aleviates the biggest problem in the early game. The luxury combat boost is insane - you are basically invincible with a full set of luxuries)

Poland 13+1=14 - I'll continue in putting it where it belongs - to the 20 points.
Rome 13-3=10 - With Japan out, Rome comes as my next target from Japan/Rome/Brazil trio. Brazil can at least help with getting great people (and no, I don't really care if you can or can't get many great people on Deity, there are seven more difficulties too and I basically play on King only) and thus help you a little bit towards any victory. Amazon will help you with creating good cities in jungle, Minas Geraes is OP, Street Carnival is decent, and these are the reasons I'll save it as last from the weak trio. And why do I want to eliminate Rome? All Roads Lead to Rome is ridiculous ability. Trajan's columns aren't so great as many people think. Legion becomes obsolete soon. I agree that Baths are good, but thats probably the only thing that's good about Rome. And that's not really much.
