Persia 2 = 5-3 - Another step in ridding the list of DLCs. Also I don't see myself using the surprise war bonus well (some think that wanting the top civs to be ones that I can play without throwing extra $$$ is not good enough reason).
Rome 12 = 11+1 - I see that's where the main battle is going and I'm team SPQR - free monuments and baths for all!

Poland 3-3=0=kaput: One of my favorites in Civ V. The religion game bores me. Die, Poland!
*Sigh* Well, I can do three things...
1, Strongly disagree.
2, Start worrying about Russia, Arabia, Germany and other great civs getting undeserved hate.
3, Keep killing the horrible Rome!

Arabia 20 (19 + 1) Arabia is top tier as a civ, being able to balance everything well, should atleast be at 20.

Brazil (2-3)=0 and Brazil is eliminated! I don't get the Civ ability (why are rainforest providing more housing?) and it tells me little about Brazil other than they have rainforest. Pedro's Ability is fine but not a game changer.

Rome (9+1)=10 While they might not be more powerful than many others civs left, I understand where they was going with both abilities. They reflect the infrastructure of Rome (the road systems, monuments). Sure, a more militaristic ability wouldn't hurt, but I feel like many Civs will have abilities relating to war (Scythia, Macedon, Persia, Gorgo's Greece partially, Sumeria, and likely the Mongols/Ottomans/Zulus etc)

Rome 10 + 1 = 1 (Early advantages for fast conquest with roads and Legions and built in border expansion and culture research with free monuments which I usually have to waste time building. Perfect expansion civ and the UD only adds to the power of your already well developed cities. Rome is a monster)

Kongo 8 (11-3) - the most annoying of the remaining and have part of the game (and a victory condition) disabled from them.

Rome 10 (9+1) - well, I stated the reasons before. Yesterday I managed to build Stonehenge with them which I don't usually bother to try. The free monuments gave me the ability to pick a government that will enable the feat (I had some other things in my favor). But that's just an example, the reasons are same as before.

England (6-3)=3 Abilities only reflect the cultural and militaristic side of England/Britain. I just feel like they are a mid-tier civ

Macedon (19+1)=20 I'm not a big warmonger, but the leader ability is kind of OP. And the Civ ability helps those who don't prioritize on science and culture while aiming for a domination victory

China 15+1=16 - Chinese early game wonder spam is increddible! One bonus charge for Builders can save you a lot of money and cogs. 60% Eurekas and Inspirations can help you through whole game. Little bonus, but take all those policies and techs you can boost with Eureka and Inspirations... If there is any top tier civ, it's China.

If the goal is to create a ranking, I'd argue that trying to get rid of one doesn't make much sense. They share 3/4 of their abilities, so they should probably end up ranking fairly close to one another.

Rome 10 - Again I come to the defense of Rome. Every city they plant increases their culture output and immediately starts gaining land.

Scythia 19 (18+1) the healing makes it the best civ for a religious victory. Of course, the horse ability is quite strong, but not as fun.
