Arabia 22
Australia 16
Aztec 23
China 16+1=17 - Wonder spam, bonus charge for builders, advanced eurekas and inspiration... Yep, China is definitely top 10, if not top 5 material.
Egypt = 13
England 5
Germany 26
Greece - Athens 7
Greece - Sparta 7
Macedon 19
Rome = 4-3=1 - After 24 hours, I still can't see what is so powerful that everyone keep upvoting Rome. I don't agree with it being in top 10, or even top 5. Free roads are ridiculous. Then we have free monuments. Good for players who like early game expansion, and I don't like early game expansion. And monuments aren't so expensive or don't take so much production. Legion is cheaper than Swordman, doesn't require iron and is little bit stronger, but it isn't great game changer like Polish Winged Hussar, Arabian Mamluk or Sumerian War Cart. Baths are great, I admit. But that's all. Rome from Civ V was somewhat weak, but still better than this.

Rome = 2 (1+1) - in the early game there is a lot to do. free monuments is one less thing to worry about, some border expansion, reaching an early government earlier. All good stuff. Plus you get roads, legions and baths.
Russia 20
Scythia 14 (17-3) - I don't care for light cavalry that much. Or for war.
Sumeria 16

Arabia 22
Australia 16
Aztec 23
China 17
Egypt = 10 (13 - 3) One strong but not exceptional bonus (river production) accompanied by several below average ones.
England 5
Germany 26
Greece - Athens 7
Greece - Sparta 7
Macedon 19
Rome 3 (2 + 1) Free monuments aren't a ton of production, but the fact that they come earlier than any other bonus in the game allows for a snowballing effect, giving Rome early access to important civics and letting new cities move through their build queues faster. And the baths' bnus over the base aqueduct is enough to support two extra population in every city., which is a significant upgrade in the pre-neighborhood era.

Egypt = 10-3 = 7 - River production is nice, but their start bias leads to having to build on flood plains. Hate having to give up those tiles for a district.
England 5+1 = 6 - Double trade routes are a huge underlooked benefit

Arabia (22-3)=19 Abilities don't deserve to have that high a score. Getting the Last Great Prophet, means all of the better faith policies are already taken...

Greece - Sparta 4 (7-3 , I feel like Gorgo's ability is simply not as good as Pericles's)
Macedon 19
Rome 3 (2+1, I feel obliged to try and defend Rome here. Early expansion is one of two dominant strategies in this game (early warmongering is the other), and they're arguably the best at it).

Greece - Athens 7-3= 4 Suze bonus too small to be effective
Greece - Sparta 4
Macedon 19
Rome 5+1 = 6 Swimming against the current here.. looks like a few people are downvoting because it's "boring"; I didn't even realize that was a criteria. All valid arguments have been made already - Rome is perfect for the early snowball effect and is TOP TIER

Rome should be on 6... Pietato added an extra point by mistake. Which put the other 2 posts off by 1.

Arabia 16
Australia 16
Aztec 20
China 14
Egypt 1 (4 - 3) About average, kind of useless if they are focusing on domestic trade routes.
England 7
Germany 26
Greece - Athens 4
Greece - Sparta 4
Macedon 19
Rome 8 (7 + 1) Huh, I thought that after I stopped supporting them they would be removed while I was busy this week. Glad to see that they are still here.
Russia 20
Scythia 14
Sumeria 16

Edit - Why is Arabia at 16? Shouldn't they be at 19?

Sumeria 16+1 = 17 - Barb camp rewards are underrated

Edit - Why is Arabia at 16? Shouldn't they be at 19?- Yes, they should, they were dropped in #169

Egypt 1 -3 = 0 (I agree with many of the critics made about egypt so i'm taking it out, but it's still a solid civ for any VC. The bonus production on river coupled with policies and a CS allow to get some wonders fast, which in deity is a rare opportunity. Their UU is enough to defend your civ for quite a while and great to chase barbs. Finally the bonus to trade routes makes it a gold powerhouse late game. Reached +800 gpt with some trades of luxes and strategic resources )
England 7
Germany 26
Greece - Athens 4
Greece - Sparta 4
Macedon 19 +1 = 20 The UUs and the lack of war weariness make conquering 2/3 civs early a piece of cake. The full units heal when conquering a wonder is just icing on the cake.
Rome 8
Russia 20
Scythia 14
