Committing a new revision, mainly to fix some issues:
- Argentine UP now works as intended
- flipped capitals now have the correct culture
- city razing should now work as usual again

Also other changes:
- Moved around some marshes in Brazil
- some Brazilian resources only appear around the Brazilian spawn
- wine and sheep spawn in Argentina in 1800
- AI trading company conquerors for Netherlands, England and France require Economics and Rifling now
- Economics requires Astronomy
- The Eiffel Tower requires Steel and Electricity
- improved the settler maps of England and America in North America, Portugal in South America, and England and Netherlands in Australia
- Portuguese Carracks start with Sentry

- flipped capitals now have the correct culture

It Seems still not work well...

Spoiler :

And when culture is 80%, there're only 8 :), but if it works well, there should be 16 :)(no amphitheatre and theatre).

And the two frigates and one galleon are disappeared, I don't know if it's a bug, it's very important for the UHV1.

Yo, dawg, you broke something epic, as Kongo within a couple turns Aksum switched to me and I was like cool breh, then in 1500 Chengdu and Rasa flipped to me and I'm like say whaat? You feel me breh breh?

Moderator Action: :nono: you know about our language rules.

Yes, something similar happen to me as Argentina, Madras flips to me in 1838 when I even don't have the whole world map, and a Argentina revolt taken part in Alexanderia at the same year.

I have also had multiple city flips and revolts in absurd locations when playing as Argentina - almost entirely in the Far East for me.

The Apostolic City reassignments are worse, you can't disband them.

Leoreth,
Welcome back and liking the new additions. Been trying out the Argentinians (rev 498) and noticed the 2nd UHV didn't check, and in the victory screen the UHV goals are not displaying correctly. Thanks for all the hard work keeping the updates coming to you and everyone working on this amazing mod!

Weird city flips: please send me saves from one turn before!

It Seems still not work well...
Wait until the rest of your territory flips.

Where is the problem? It's 1 happiness per 10% culture, so 8 when you're at 80%.

Weird, they showed up for me. I'll take a look.

the UP is one extra happiness per 10% culture. so actually, there should be two happiness per 10% culture, because the other civs have a happiness per 10% culture without this UP.

Really? Without any buildings?

Okay I don't know anything about this game.

Hey uh guys, do you realize that the Argentine UP is a water down version of the ERE UB?

ERE UB is overpowered as hell, as it was in vanilla BTS. Balance is maintained by ERE's underwhelming and practically useless UP. Argentina has an overpowered UB instead, so it's kind of fair.

That said, the Argentine UP could be spiced up a bit.

How about no stability hit(or even a little benefit) when run Capitalism and State Property at the same time?

I thought about something like that but Argentina's terrain makes it hard to justify State Property in its current form (even with some extra benefits), since you can't build that many Watermills or Workshops.

Instead I think the benefits should be tied to Autocracy/Nationhood.

How does it make the UP when I restrict its affect to particular civics?

Now that I realize that everyone gets free happiness from the culture slider I should maybe just remove that.

Oh, please not...

Happiness from culture slider is very useful for civs which has no luxury resources, such as Russia and Poland.

And since now Argentina's UHV is too difficult to finish, it's not overpowered to have 2 happinesses per 10% culture

If you're running the culture slider in civ 4 and you're not going for a CV or combatting WW, 99% of the time something is wrong
