If you can rig him to a current skeleton of a leaderhead you may have luck. but thta rquires building a skeleton from scratch and naming them the same as the ones in game.

I know this thread has aged a bit. sorry for ressurecting it
Still, this is the best info on how to develop new leaderheads.
I was waiting to see if anyone would develop a complete guide.
Is there any chance that in the near future we (mere mortal artists such as myself) will be able to create leaderhead mods?
I've been working on a model for D.Pedro II of Brazil...
Even if we never get to put them into the game, I will just make a nice mock up...
Here is how the model is going:
