How do I allow a civ to have partial knowledge of a technology at game-start?

I have created a custom scenario and would like the Lanun to have a head-start on sailing. Not the whole she-bang, just a firm grip. How do I program this into my worldbuilder save file?

I dont think you can.
 
If its designed as a human-player only scenario, you could create a unique unit that gives +X research points towards sailing and have them start with one of them, so they use it on the first turn.

I've never created a unique unit before. It seems more involved than I'd like and more difficult than what I'm trying to accomplish should be.
I'm going to try a different route.
