The easiest thing is to wait 18 turns and support Non-proliferation Resolution. Brazil has no Veto power, regular vote will surely pass even with Latino (and possibly Muslim) opposition. Geopolitical situation is such that nuclear club guys mostly interested in preserving status quo, while my UN block will do everything to slow down Manhattan Project building by anyone in general, not just Latinos. This is our official strategy and I disclose it for everyone to know.

If our four players agree about that resolution in principle -- current world order means that it is done deal. academia then will be in serious disadvantage -- imagine all those 18-turn worth hummers invested for nothing. Ban Ki-Moon once again cordially dissuades Latinos from that move. I can bet all of Japan's gold -- this will not be a winning strategy.
