The rewriting of RiseAndFall.py isn't the thing that is holding it up. The Warmaps and Settlermaps mechanics will be rewritten somewhere in the future. At least, IIRC Leoreth mentioned that once.
I think the 3rd goal is already the hardest of the three, but that may be just me.
By the way, I can't build settlers in Timbuktu (1W of the cotton). Might this have to do with North Africa being a different continent than Subsaharan Africa?

Paris has access to both pigs and wheat, one could be change to a cow if we wanted to trade a little food for production.Northern France is relatively flat and lacking in significant metal. Cows? Horses?

Honestly I should just spend some time reading the pedia and suggesting edits, some of it is out of date and that sort of task meshes well with my (lack of) technical knowledge
For the people getting crashes with the 1.15 prerelease, please try continuing the game without the VD module (saves are compatible). I am very confident the error is caused by broken unit art in that module.
