indeed it is , is there a way to make the VD module work with the Github versions releases or do we have to wait for the official 1.18 release ?
Not an easy way as I have not updated the VD module to the current develop state yet. There is a very helpful pull request on the VD repo that attempts to track the 1.18 changes, you could try downloading that version of the module. But I haven't looked at it or tested it, so there might be issues.

The list of features for 1.17.4 says
* The core of a civilisation cannot flip to a spawning civilization, unless the tile is also in their core

Maybe I am misinterpreting this, but I see on the Arabia stability map that Egypt is contested and not core. Does this mean non-capital cities in the Egyptian core (e.g. Alexandria) will not flip to Arabia on their spawn? . This is contrary to what I remember from a prior Egypt game, although that might have been on an earlier version.
 
Flip areas are generally different from core areas afaik.

Looks like this is a very old line of the feature list that survived later revisions. The current logic only protects the capital.
 
Maybe I'm failing a knowledge check here, but isn't this oil in Alaska impossible to settle? The Pioneer can't enter the Tundra or ice outside cultural borders.

Is this the case with the SVN version as well? On the maps in the stable version, I see a solid blue line demarcating the flip areas along with colors for the core/historical/foreign areas. I don't see this on the newer maps.

Can't say for core cities in general but Alexandria is not in Egypt's core.
I don't know if Alexandria can be settled on multiple tiles, but "standard" Alexandria on the top-left-most Nile-adjacent tile in Egypt is in their core.

Yes, it's possible that these maps don't render it.

Only ran one game to observe update effects but Mughals collapsed to core in 1465 with -23 from Overextension. This only included 2 non-Historical cities (total pop of 6). Reducing Core effectively to just Delhi was probably a bit too severe. Another option would be to preplace Lahore instead of Kashtpur in 600AD.

Adjustment to Pest defenders seems to have worked perfectly, resisting until finally taken by HRE in early 1400s.
