If there is interest in not letting Iran lose stability, I would say to not give the city to them, because surely the Mughals will take it back.

Your stability is ok by status, not by value, but it's somewhat ok still. Anyways, the problematic part of your stability is the domestic tab, which can be solved by spreading your State Religion and increasing the number of Happy Cities (or at least decreasing the number of unhappy cities), that's why I gave those suggestions.

I understand your point in domestic stability. Russian empire is a multinational empire. Controlling many different cultures has a cost. Unfortunately, we don't have money to fund our culture programs (to be honest I want to fund research). I think we can sign some deals to buy luxury resources.

Uglich does not nearly have the production capacity of other cities and needs this great engineer to further serve Russia well. Also, the trading company should go in a city controlled by the Tsar directly, perhaps Rom. Also, the Summer Palace should be built in the beautiful Mongolian steppes. To keep it from being held by a certain person. Also, I just want to make sure my request for a settled San Francisco that is controlled by Uglich has gone through to the tsar.

Yes it has gone. I should say it here too. No colonisation until we find a way to fund research properly. Sorry for that, but thing are really bad.

Ok, since this might become a major problem I have to inform the council and decide:

I'm almost sure Germans will request Lwow or even worse Kiev or Sankt-Peterburg. Personally, I am not willing to give any of these three. So I estimate that we will fight a new great war, so no need to give away any city. But, let's say that Germans don't make such a request or that we succeed to shot the request down by any means.

The problem about gifting the city to Iran isn't an overexpansion problem, but a military problem. They will lose the city and this will impact in their Military Stability tab.

About the domestic stability you're totally right, if you can get some luxurious resources you won't have to increase the slider. But I would campaign for theaters and amphitheaters for the future, because at one point you might be able and need to move the culture slider a bit to save stability. Although I have no idea how developed the grafs' cities are, so if they already have them, it's ok. This is more a tip to them then to the tzar.

I think that the engineer should help construct either the trading company headquarters or the summer palace. Either of these projects should considerably help the Russian economy, and getting that help as soon as possible is high priority on my list. If the council chooses to build the summer palace, I agree that it be built in a high-production city in the east, maybe Beijing.
 
I'm enjoying catching up with this (although now I'm a little sad my own russian game ended in a crash), but it's easy to get lost in all the information. :) Could you post which civics you're currently running?

I think if they ask for Rome it is not worth the war at this moment in time, Russia's economic situation needs improving or we will lose wars before we have even begun. This applies to most of our frontier cities except for China.

I think the Summer Palace should be built in China.
