Dead Production

Occasionally when I am playing a game in civ 4, my capital's production just absolutely dies, and goes to only 2 or 3 hammers, I have plenty of mines, and farms and such, citizens are happy, I'm not in anarchy, all roads are connected, and it was working fine before. What happened? And how can I fix it?

this is really a small overlook : you have mines but you don't work them.
The governor probably put a few specialists instead...
Open the city screen and look what tiles are worked and what specialists you have.
If you want production, you need to emphasize hammers with the governor's buttons.

Beware : working cottages may be much better for you than working those mines. Although cottages don't give hammers, they give commerce which maybe better in most cities.
 
I think I know what he means. It also happens to me really often.

this actually happen when the governor calculate a if you work a mine your city grow will be at 0. thedefault city governor doesnt like that so instead of working a mine he'll work the most food he can so he can reach the next population the faster possible to work that mine with a food surplus. meaning during maybe 20 turns your production will be very very low. but even if it says it will take lets say 50 turns to build somethin it wont take that much since at the 19th turn your mine will be worked...
 
I may suggest also to trigger the governor option of "emphasize production". I usually do that job (maximize production, or trade or whatever I use the city for) for myself, but that can make your governor not to be so mad about the city growing.
