If this is "on the honor system" then people should be able to nominate whatever they like. If there need to be guidelines then they ought to be explicitly stated
before nominations begin. Criteria for nomination should have been hashed out prior to opening nominations, imho. Changing the guidelines / rules /qualifications midstream is both confusing & unfair to those who may have posted nominations and not return to the thread.
Since that didn't happen:
limiting nominations by availability?
Ares - since your terrain is downloadable, it can be nominated, certainly.
By this criteria anything which is no longer downloadable - lost in the various hack attacks, for example, cannot be nominated.
limiting nominations by completeness?
That's for separate overlay - type stuff that doesn't qualify as full terrains - like roads, goody huts, borders, resources, etc, etc...
So where do graphics sets that do not replace every single terrain pcx in the Firaxis originals go?
... the category was created to give folks like Goldfool and Pounder and Zo-zo (just to name a few) who don't do whole terrains a category to compete in without being blown out by a huge project...
A captuous argument. Within any category like to like is compared. Is content that is only available as part of a larger group disqualified? No leaderheads that are only available in scenarios? No unit that is only downloadable in a large set? Is it unfair to compare a huge set of tech icons (meant to provide nearly everything needed for a scenario) to an offering of only one or two?

Forests are conspicuously absent from that list.
At the other end of the spectrum: is a unit without sounds or ini incomplete and therefore disqualified? How about a city set that does not include walls?
obligations of nominators vs. creators?
I agree, i do not have any objection to Ares posting a pic of his LM terrain as a seperate file,
Isn't the obligation on the nominator rather than the creator? How else could nominations of work by those no longer around be handled?

It was already clear via the
nomination category. Suggesting anything else is as absurd as positing that the Anno Domini scenario has been nominated as a leaderhead because I nominated a leaderhead contained in it.
so think rationally, folks.
Summing up:
Loose and or implicit criteria mean there is not a lot of room to object to what other people nominate - just don't vote for it. OTOH, explicit criteria should be discussed & consensus reached prior to nominations beginning.
On a separate note - I feel that campaigning for nominations or votes in threads ostensibly about other topics is distasteful at best.
