If we're going to trade for CS with Lincoln, which I would, then we can enter a GA pretty soon. As long as the trade for CS isn't lopsided, we shouldn't pick up worst enemy modifiers from Monty at this point. Also, try to buy more peace from Monty if possible. He's pleased but can still declare on us.
I would bulb philo and trigger a GA while trading for CS. We'll probably get CS partway through the golden age, at which point we can add bureau. We can research paper by hand, and double bulb education or part-bulb education + liberalism. I think we need to figure out what we're going to try for with liberalism here.
I think we should trade for world maps to better know what our options are (for instance attacking Lincoln). Montezuma will be a pain with cuirassiers, so sweeping a weak target first can be useful. Montezuma gets a lot of mounted units usually so cossacks is a better unit if we want to take him on.
Montezuma and Brennus are cautious towards each other now so we have the option of starting a war if we get enough techs. We could use this to bring Montezuma to friendly rather than killing him. Which path we take is up to the majority (and how the game progresses).
(Trade for? -- maybe not necessary) compass -> lightbulb liberalism with the GS.

I usually stay in caste at this point and get workshops for production. Unfortunately we're lacking worker turns so I dunno.
