But why Oslo too? Is it in the Danish city list?

Yeah, Oslo is. Denmark includes all territorial holdings once held by Denmark (or, if I'm wrong, at least Denmark-Norway).

Quebec City is the other one.

I found it interesting that Copenhagen/Oslo became Quebec City/Sydney. I would expect the new CSs to be European as well- possibly Kiev, Lisbon, Prague, etc. I guess that means an Asian CS won't necessarily replace Seoul.

Well, seeing as there are 20 odd new European (Danish) cities, and Europe is fairly well represented already, it only makes sense to spread the representative love around, particularly to the unrepresented Aussies.
